Outcome
Stand up Vedanta as the identity-plane steward and make estate ceremonies governable: declared ceremony clocks, barrier/grace semantics, succession watch, custody attestation, and a separate signed record chain for Kanidm/OpenBao rulings.

First wave
Start with #70 as the second-steward substrate and #71's declared clocks. Add barrier/succession/custody observations once the record source is live.
Dependencies / decisions
Separation of powers is already recorded as law: Jostoph holds no identity authority and Vedanta holds no forge standing. The campaign is ready for its answers-only birth; performed minting remains out of scope here.

Lifecycle contract reconciliation: the identity-lifecycle evidence slice is now a native dependency through Jostoph#103. Acceptance requires independent correlation and drift evidence while Jostoph remains outside issue, renew, revoke, and credential custody. The full contract is OpenSpec 103.
