Proposal

Why

Give a multi-repository change independent, fail-closed evidence rather than accepting the first green sibling PR as global success.

Scope

One Ting/Jostoph review surface under evidence-chain Epic #44, consuming delivery records from #38.

Design

Verdicts are repository-local; the change-level disposition names complete, deferred, failed, and compensated siblings explicitly.

Requirements/scenarios: DE-1 through DE-5 and every named scenario in those requirements
