Change package: wiki OpenSpec-29-rules-before-models — authoritative engineering contract for this Session.

Deterministic facts and rules decide everything that does not require an LLM (docs/handoff.md §Fact pipeline, §Rule closure). Structural extraction, entity lookup, missing-predicate output, and a minimal refinement ruleset; derived readiness, blockers, and questions render into the canonical comment with real rule digests replacing the Slice 1 placeholders.

The Session must carry a conformant record: one-line outcome, an explicit child acceptance/exit scenario, and named gate edges. It must state that contract rather than delegating it to wiki or handoff pointers. Audit G42, grooming audit 2026-09-19/20.
