May CurryComb render effects from a stale but identified HydraMem generation, or must it defer effects until the requested Forgejo revision is projected?

docs/handoff.md §Open decisions 7, §Failure behavior ("Mnestic projection stale — serve the published generation with its watermark or wait by policy; never present it as current without the watermark"); ADR-0001 §Open decisions; ADR-0002 §not-settled.

Decision procedure

Rule per effect class (canonical render vs label mutations vs question asks), or set one global policy; ADR append. The watermark is already shipped as data by #2 — this decides what the reconciler may do with it.
