## Outcome Adopt the ratified API-native Meta issue hierarchy. ## Included - Ratification, grooming, wiki-update, declaration, and estate-map updates. - Gitea templates for Campaign, Epic, Session, Deliverable, and PR delivery. - Ordinary issues are Deliverables by default; the Deliverable template leaves titles unprefixed. - Shared issue vocabulary follows OpenSpec evolution; Forgejo labels and native dependencies remain the Ting-specific delivery mechanics. - The label-plus-dependency contract: Meta identifies a grouping node; native dependencies carry Campaign → Epic → Session → leaf hierarchy. - Scope-to-Meta retirement process and Jostoph #87 future conformance link. - Nonconformant issues must carry Status/Need Grooming until their body or durable comments form a conformant Deliverable record. ## Verification - Confirmed all three Meta labels in Ting, lar.ad, and swarm. - Confirmed 16 existing Campaign issues now carry Meta/Campaign alongside Scope/Campaign; no legacy attachment was removed because their native Campaign-to-Epic dependencies remain absent. - Confirmed the retirement notice and wiki reflection.
