OpenSpec

Change packages for this repository, one per Session, as ratified in Ting/Ting#34. One package may govern sibling Sessions where they share a contract — OpenSpec 30 governs two, split by review boundary rather than by subject. Each page holds Proposal, Design, Specification Delta, and Tasks; Forgejo remains the delivery ledger.
