Documentation-only refresh of README.md and .rumdl.toml. Preserves the current doctor bootstrap and direnv workflow; documents the correct boundary that jostoph conform --apply reconciles its declared repository/label scope while webhook provisioning belongs to the Forgejo nixops4 provider; and links the established incident-postmortems wiki page.
Boundary: only README.md and .rumdl.toml change. Runtime, policy, Nix, and CLI behavior do not.
