docs: rewrite README around Jostoph’s interface

Documentation-only refresh of README.md and .rumdl.toml. Preserves the current doctor bootstrap and direnv workflow; documents the correct boundary that jostoph conform --apply reconciles its declared repository/label scope while webhook provisioning belongs to the Forgejo nixops4 provider; and links the established incident-postmortems wiki page.

Boundary: only README.md and .rumdl.toml change. Runtime, policy, Nix, and CLI behavior do not.

Closes #85

Verification: devenv shell -- cargo check --quiet; rumdl check README.md; git diff --check.

Wiki pass, 2026-08-21 — deviation flag. This is not a review and implies no verdict. It names one authority and the evidence, and stops.

README.md as rewritten here, under "The steward's circuit":

Today, webhook reconciliation and jostoph conform --apply can act.

The authority that contradicts is the owner ruling of 2026-08-05, carried at the head of nix/forgejo.nix and unchanged on main at 70fdb495:

Reconciling Forgejo against this declaration is not this repository's job. It belongs to the Forgejo nixops4 provider being built in lar.ad/flake-ops#3 — law 12 named a just forgejo recipe, but the owner ruled on 2026-08-05 that it should not become a recipe

Implemented by commit 94535c9d, "Leave webhook convergence to the Forgejo provider". In the tree this pull request targets, nix/module.nix generates jostoph.service and, under conformance.enable, jostoph-roster.service and its timer — no unit reconciles a hook — and src/reconcile.rs excludes hooks by name: "Webhooks, push mirrors, deploy keys. Their identity is forge-assigned ... the nixops4 provider's requireState case." The same file says so four paragraphs further down: "services.jostoph.forgejo declares the expected webhook; it does not provision it."

This is the deviation already recorded in #82 — the current README's webhook-reconcile unit — carried forward in new words rather than removed. Recorded, not ratified; the correction inside the repository belongs to this pull request's author and reviewer.

Separately, and not part of the flag: the durable wiki home this pull request's WIP condition names now exists — incident-postmortems, written by this pass from the current README's own account of all four failures. The pass writes the wiki; it does not touch README.md.
