Do not delete plans/brief.md: it is already ignored/untracked and remains the local ratified baseline until the owner decides otherwise.

Must remain

all Terraform/OpenTofu state and lock files
all encrypted secret files
all infrastructure/provider state
all implementation, tests, and generated fixtures that remain part of runtime verification

Acceptance

Migration ledger #8 is closed only after wiki and issue round-trip verification.
The owner explicitly approves this exact deletion set.
Removal is one deletion-only Jujutsu change, with unrelated Odin working-copy changes untouched.
jj file list proves the residue is no longer tracked.
Repository verification runs through the top-level just interface inside the devshell.
