Ad-hoc traceability issue (ratification law 9, active HITL, direct fastlane+main push, freeholder-authorized).

Ting/contracts APPLY.md step 5: switched openspec/config.yaml's store: from the private vedanta-wiki to the shared contracts store. No local openspec/specs/openspec/changes existed to remove. Only became safe to apply after Ting/Jostoph's ting:specs:reference doctor task was fixed to stop unconditionally reverting a declared external store back to <repo>-wiki.

Commit: 196a639. Pushed directly to fastlane and main.
