Move Jostoph from declaring effects to safely performing owned effects with an auditable executor path.

First wave
Establish effect ownership; ship the comment executor as the vertical slice; add merge/base-update effects; enforce executor conformance.
Audit 2026-09-19/20, G52 and ruling D3 (freeholder, 2026-09-20): #88 is absorbed into this Campaign as its opening acceptance. The first governed repository is lar.ad/flake-ops. The steward-spec argument pointing at lar.ad/modron is superseded; the flake-ops steward spec is produced by the milestone itself. Probe acceptance columns are: deployment URL, webhook delivery id, target record, actor attribution, and post-effect state.
