In scope

nix/policy.nix grows: hub_max, sweep_max, narrow_max, locality_window, era_max, generic_perimeters, and the armed-checks set (counsel = [ ... ]).
Schema bump to 5; drift check rides nix flake check as today.

Out of scope

project_work seeding (C5).

Boundary

An unarmed check derives nothing. The steward does not lint conventions the estate has not declared — eval fails if counsel names a check the binary does not implement.

Acceptance

jostoph manifest shows the v5 parameters and their provenance.
Emptying counsel silences every finding without a rebuild.
