Proposal

Separate the governed template distribution obligation from label reconciliation in #87. Ensure participating repositories in Ting, lar.ad, and swarm receive the current Campaign, Epic, Session, Deliverable, and PR delivery templates unless an explicit repository exception applies.

Design

Reuse the canonical definitions owned by Ting/Ting#29 and the current Ting/contracts schema/template authority. Record the template revision and repository exception. Jostoph reports missing, stale, or unauthorisedly altered templates; it does not overwrite tracked repository content automatically. Distribution is a deliberate repository-local reviewed change.

Tasks and acceptance

  • Resolve the canonical template set and immutable revision.
  • Inventory participating repositories and explicit exceptions before proposing changes.
  • Provide a repeatable distribution/update path that preserves repository-local changes unless their replacement is explicitly authorized.
  • Given a missing, stale, or altered template, when conformance runs, then it emits a finding and leaves tracked content intact.
  • Given an approved distribution change, when that repository's checks run, then all five governed templates match the selected contract or their explicit exception.
  • Retain per-repository revision and review/check evidence.

Boundary

Definition/law changes remain Ting/Ting#29; organisation labels remain #87; hierarchy diagnostics have their own owner. This record does not authorize an automatic estate-wide content overwrite. The exact parent Epic is undeclared; #87 is a scope origin, not a structural parent.

The current normative store is Ting/contracts.
