Proposal

Separate hierarchy and record diagnostics from organisation-label repair in #87. Jostoph reports observed conformance against the current ratified hierarchy and record contract.

Design

Consume Ting/Ting#26 and Ting/Ting#29 for the hierarchy and template definitions; #29 remains their documentation owner. Do not hard-code #87's older mandatory-Session wording where a later ratified amendment applies. Report deprecated Scope/Campaign, Scope/Epic, and Scope/Session attachments, incomplete migrations, missing conformant Deliverable or Meta records, and missing Status/Need Grooming on such records. Resolve conflicts between source rulings and published requirements before dispatch.

Tasks and acceptance

Bind the current ratified hierarchy and record requirements with immutable provenance.
Implement deterministic diagnostics for the applicable types, ownership, cardinality, migration exceptions, and body/durable-comment coverage.
Given an incomplete record, when conformance runs, then it names the missing record/label requirement without inventing content or applying the label.
Given deprecated or incomplete hierarchy state, when conformance runs, then it reports evidence without deleting labels, rewriting dependencies, or closing Meta issues.
Prove diagnostics make no tracker mutation.

Boundary

Org-label declaration and explicit repair remain #87. Template distribution is separate. No new hierarchy ruling or automated graph migration is authorized here. The exact parent Epic is undeclared; #87 is a scope origin, not a structural parent.
