Ad-hoc traceability issue (ratification law 9, active HITL, direct fastlane+main push, freeholder-authorized).

Ting/contracts APPLY.md step 5: switched openspec/config.yaml's store: from the private jostoph-wiki to the shared contracts store. No local openspec/specs/openspec/changes existed to remove.

Commit: 4bdd8e9. Pushed directly to fastlane and main.
