Proposal

Measure the four ordered retrieval levels (entity → graph → exact/BM25 → Datalog selection) and record what still misses — the demand signal that makes embedding eligibility evidential, never default (§Semantic retrieval and the OOM constraint).

Tasks

  • miss accounting per query class in tracing/OTel fields
  • demand history persisted as rebuildable projection data (never authority)

Requirement scenario

GIVEN a query week against fixtures, WHEN telemetry aggregates, THEN every miss is attributed to its failing level with counts — and no fact was embedded to produce that number.
