Proposal

Vedanta moves first because it is the small application; its rulings reproduce on the new dialect end to end.

Tasks

  • Vedanta rules on the shared schema + resolver
  • in-process mem evaluation for isolated rulings (ADR-0001 permitted shape)

Requirement scenario

GIVEN identical Vedanta fixtures, WHEN old and new evaluators run, THEN rulings and audit records match; no durable database is required for the ruling path.
